China - Second Jiangxi Highway Project : resettlement action plan : Main report (English)

This is a resettlement action plan for the Second Jiangxi Highway Project for China. All persons affected by the project (PAPs) regardless of their legal connection to assets, land, or location or the absence thereof will be compensated and rehabilitated according to the loss they suffered and the impact on their living standard. All PAPs deriving economic benefit from the affected land and property are entitled to receive rehabilitation benefits in addition to compensation for lost assets. Those PAPs without title, authorization, or legal permission to reside on affected land and to conduct business are put on an equal footing with those having those legal rights. The plan provides for rehabilitation measures to restore the income-earning potential for individuals. The productive resources of affected businesses (the enterprises include shops), and public property, public infrastructure, and cultural property will also be improved or at least restored to pre-project levels. Other measures taken to minimize resettlement include the following: The project will avoid towns and villages with large populations and with less cultivated land per capita, as well as schools, hospitals, mines, and large enterprises; and scenic spots and cultural relics. The project will use less-cultivated land, and make full use of waste hills and land.
