This paper studies a recent case of US-Korea disputes on the opening of the Korean insurance market. The case is interesting for several reasons. It occurs at a time when the US has been pressing hard to place trade in services on the agenda of the forthcoming round of GATT trade negotiations. It thus provides an opportunity to assess the interests of developed and developing countries in trade in services. On the other hand, the course of the negotiation and its results allow observation of the effective bargaining forces that have driven the negotiation. This may shed some light on the prospects of opening of service markets in developing countries.
