Lao - Road Maintenance Program (Phase Two) Project : indigenous peoples plan (English)

This Indigenous Peoples Plan (IPP) outlines the protection for indigenous people and ethnic minorities that may lie outside the primary objectives of the project. The project management shall ensure coordination with representatives of local communities to identify alternative, sustainable production systems, well adapted to the needs and environment of ethnic minority groups. Based on an assessment of the legal status of affected groups, on the country's constitution, legislation and regulation, the plan should defend minority rights, in particular on the use of, and land development by indigenous peoples, and ensure access to natural resources, through the customary, or traditional land tenure systems of such groups. Monitoring by representatives of indigenous groups should be promoted, supported by experienced social experts who should report on the adequate process being implemented, an evaluation of which should be made available to the public.
