Niger - Public Enterprise Sector Adjustment Program Project : Niger - Programme d'ajustement du secteur des enterprises publiques (French)

The Public Enterprise Sector Adjustment Program Project supports the extension of the Government's structural adjustment program aimed at deepening the reforms in the public enterprise (PE) sector and those in the area of public resource management. As an extension of the ongoing adjustment efforts, the reform program focusses on (i) reinforcing controls on public expenditures and elaborating sound sectoral strategies to guide future investments; (ii) price liberalization and incentive policies to encourage competition and private sector development; (iii) enhancing PE autonomy and establishing greater accountability through legal and institutional reforms; and (iv) expanding the program of enterprise rehabilitation. It involves (v) continuing the rationalization of the PE sector through additional privatizations and liquidations; and (vi) completing the sector's financial restructuring through debt settlement and measures to instill financial discipline. This adjustment program follows earlier reforms in the areas of public resource management, the parastatal sector and agricultural policy which were supported by the Structural Adjustment Credit. An Institutional Development Project, in parallel to this adjustment operation, will provide support to Government for implementation.
