During preparation (1995/96) for the Social Rehabilitation and Development Fund Project in Ethiopia, it was estimated that a full-scale environmental impact assessment, would not be required, and that neither would the project result in any significant involuntary resettlement. However, since then, there has been growing concern by the Bank, that subprojects financed under the project, have required resettlement, therefore no longer in compliance with its operational directive on resettlement issues. It has been requested that a Resettlement Policy Framework (RPF) be developed as a requirement for approval of the Supplemental Credit to this project, in order to finance completion of ongoing subprojects. This RPF sets the criteria, and eligibility for compensation, in addition to the method of valuation of properties, replacement and compensation. Compensation for land losses will be paid by local governments at replacement costs, encouraging the establishment of expropriation, and compensation committees for affected people. Cash compensation will be paid for loss of crops, and trees, currently on the land to be expropriated, based on rates established by the relevant Agricultural Office of the locality being considered. Likewise, compensation procedures for loss of houses, will be established in consultation between communities, and the local governments, to be based on current market values. It is emphasized that each project affected person has the right to refuse the compensation rate proposed, and to take his case to the court or local authorities, if it is deemed that compensation falls under market values. However, grievances would preferably be settled amicably whenever possible, through discussions in the presence of elders, local administration representatives, and any influential person in the locality.
