Colombia - National Urban Transport Project : environmental assessment (Vol. 2) : Plan de manejo ambiental, de seguimiento y contingencias para la construccion de los tramos (Spanish)

This an environmental assessment for the Colombia National Urban Transport Project, which aims to improve infrastructure access for the poorest segments of the population, discusses potential negative environmental impacts and proposes measures to mitigate them. The main impacts are expected to be temporary and occur during construction. Principal impacts to mitigate include slope erosion and instability, air pollution caused by particulate emissions, noise generation, wastewater and solid waste generation and disposal, river body contamination, interference with the mobility of pedestrians and vehicles, loss of vegetal cover and/or trees, and alteration of the countryside. Recommended mitigations include frequently transporting waste, including excavation material and cut trees, to an authorized dump site; avoiding deposits in greenbelt or protected areas; sorting and recycling waste off-site; avoiding interference with pedestrian and vehicular traffic during transport; storing waste in containers to prevent dispersion by wind or water; hauling waste during specified hours in vehicles covered with canvas; washing down vehicles and access roads regularly; covering construction materials with a plastic or other impermeable layer; transporting sediment deposits to the dump site; scheduling work hours during the day and obtaining permission for night work; using signage; restoring the site after construction; protecting trees; keeping interference with residents to a minimum and giving them advance notice; drawing up a traffic management plan; shoring up embankments; and suspending operation if archaeological finds are made and then informing authorities.
