During February and March 1998, accidental fires raged out of control in parts of the northern Amazon state of Roraima, a consequence of a pronounced drought brought on by El Nino combined with normal burning used by the local population to clear agriculture fields and pastures. The Brazilian government requested the support of the World Bank and other donors to help prepare an Emergency Fire prevention and Control project for the Amazon's deforestation belt.
