This is the World Bank Group's first Country Partnership Strategy (CPS) for Vietnam since it became a lower middle-income country in 2009. Vietnam became IBRD-eligible in 2007 and received its first IBRD loan in 2009. The CPS will support implementation of Vietnam's new five-year Socio-Economic Development Plan (SEDP) for 2011-2015.
