Russia : Bank assistance for the energy sector - a view from Eastern Europe (Russian)

This report looks at Bank assistance to Russia in the energy sector from an eastern European viewpoint. It examines the general sector data for the energy sector including , performance, and challenges (and details the information for each subsector: oil, gas, coal, electricity, and district heating). Then it discusses the evolution of the Bank's assistance in the energy sector both in the areas of economic & sector work, and lending. The effectiveness of these actions are addressed and the results from the overall program are discussed. The results were mixed among and within sectors, with limited institutional development due to investment loans not addressing structural issues. Finally recommendations for future Bank assistance are made, including firm government commitments, disbursement of funds based on achievements, and carefully targeted lending.
