Vietnam - Natural Disaster Mitigation Project : indigenous peoples plan (English)

The Natural Disaster Mitigation (NDM) project is the first step in support of a long-term effort by the Government, to reduce Vietnam's vulnerability to frequently occurring, natural disasters. This first step would respond to the more urgent pre- and post-disaster investment financing needs of the country, while strengthening institutional coordination across its most vulnerable economic sectors. Given the project is expected to have adverse impacts on ethnic, minority groups living in the project area, this policy framework, or Ethnic Minority Development Plan (EMDP) is developed for each sub-project where ethnic minorities live. The EMDP ensures these ethnic minority groups are informed of impending project activities, and consulted regarding design and its outcomes so that ethnic minority needs, institutions, and customs are accountable for, and responsive to affected communities. Following the screening among ethnic groups, based on demographic statistics, and on a social assessment, it is stipulated the population growth in the mountainous regions is higher than the national population growth rate, which is 2.1 percent: in the Northern region, the population growth rate is 2.3 percent, and in the Central Highlands it is 3 percent. For several ethnic groups, the population growth rate is much higher than the national average. Overall, ethnic minority women suffer more due to the effect of poverty and disadvantaged living conditions, than do ethnic minority men. The women's situation is also influenced by socio-cultural practices related to gender issues. This EMDP ensures the identified ethnic related issues are taken into consideration, i.e., the social, economic, and cultural uniqueness of ethnic groups, are taken into account, based on the information dissemination strategy, and consultation process, and, that ethnic minorities participate in Project design and implementation. In the event of land acquisition within ethnic minority communities, the project will ensure that their rights will not be violated, and that they be compensated for the use of any part of their land, in a manner that is culturally acceptable to them. Compensation will follow, based on the Resettlement Policy Framework. Compliance with this EMDP will be regularly supervised and monitored internally, in coordination with the respective Committees for Ethnic Minorities and Mountainous Areas, at grassroots levels in each subproject area.
