Tanzania - Economic report : towards sustainable development in the 1990s : Main report (English)

This report analyzes the achievements of Tanzania's economic reform program since the mid-1980s and identifies constraints to continued economic recovery. Building on the directions set forth in the Government of Tanzania's Economic Recovery Program and Economic and Social Action Program, the report considers the key elements of a strategy for attaining sustainable economic growth and renewing social progress -- reducing poverty within Tanzania. This report analyzes: (i) the performance of the economy over three distinct policy regimes during the past two to three decades, thus providing a framework for evaluating, particularly, the results of change and growth over the past five years; (ii) the period of reform from the perspective of impact on and welfare gained by a range of economic agents; (iii) the Impact of public sector performance and macroeconomic stability and discusses the financial and public sector reforms required to achieve greater macro stability; (iv) the stalled social progress of the past decade and suggests a strategy for restoring momentum toward social goals; and (v) provides a framework for projections and argues that a deepining and a hastening of the reform process is required if Tanzania is to achieve its longer term objectives for the economy.
