The Low Income Land and Housing Development Project of Colombia development objective is to be involved in selected municipalities seeking to increase a temporary and quick supply of developable land for the development of programs for public housing, with emphasis on priority housing and to increase access to affordable land and housing solutions for over 200,000 households through the development, piloting and implementation of a public-private model for large-scale land and housing development. A secondary objective of the Project is to develop and pilot approaches to access capital markets to finance the program as a means to reduce and ultimately eliminate in the medium-term the need for public financing of infrastructure. Implementation of the project generated some negative impacts, which occurred mainly in the construction phase. These impacts are associated with the removal of vegetation cover, land movements, the use of machinery and waste management (sewage, solid waste, debris). During this stage, the project can potentially generate disturbances on soil, water bodies, deterioration of air quality, ecosystems. On the positive side, the project stands to generate employment and infrastructure development for the welfare of the population. During the operational phase, it is also expected that negative impacts will be mainly associated with the use and exploitation of natural resources (water demand, discharge, waste management, energy demand). The integration of the project with existing services in the municipality or the creation of new services, consistent with existing environmental regulations, makes the impacts of these activities low.
