Aperfeiçoando o PAR : Observações sobre a experiência municipal na implementação do instrumento de diagnóstico (Portuguese)

The objective of this research was to investigate in a sample the process of municipalities’ implementation of the Joint Action Plan (RAP), from its completion until its effective implementation. The purpose was to identify the main strengths and vulnerabilities of this federal initiative. The practical application of an education policy often can generate effects and / or reactions that were not foreseen originally at the time of drawing. These effects and / or reactions were also objects of investigation in this research. This report is divided into four sections - including the introduction. The second section performs the exercise of the indicators as they relate to RAP with the 28 guidelines of commitment and practices that have been developed by municipalities for meeting the goals established by the Federal Government. The third section describes the main results of field research, analyzing three aspects of the RAP implementation in municipalities. This third section is intended to help by pointing to possible strengths and weaknesses identified throughout the process, as well as providing a set of observations that serve as input for future solutions. Finally, the fourth section is devoted to considerations for the final report.
