China - Second Irrigated Agriculture Intensification Project : resettlement plan (English)

The study introduces the policy framework of the social assessment on land acquisition, and resettlement issues due to the project's impact. Involuntary resettlement, and selection of irrigation subprojects, were taken into consideration in project design, in accordance with Bank guidelines, and Chinese laws, and regulations. To minimize adverse effects on farmers, caused by the project's land occupation, construction, and housing relocation, recommendations include quality upgrade of specified standards, by dredging, and repairing existing branch canals, laterals, and ditches as possible. Additionally, in some arable lands, the length of ditches could be reduced, by replacing the curved on-farm ditches with straight ones, and, if construction of new ones is required, the farm land area of each household will be adjusted during land leveling to ensure no area losses, and ensure as well, that works be adjusted to the planting season, to avoid any waste of crops. To maximize land uses, canal profiles will be designed to control infiltration, and reduce the canal cross-section areas. The study indicates that the departments of land management have guaranteed compensation, based on replacement costs, for those people whose livelihoods may be affected by land acquisition, and, provide as well, work benefits, and, grievance mechanisms, to ensure their living standards, and rights are not disrupted.
