Ecuador - Rural Roads Project : environmental assessment (Vol. 2) : Evaluacion socio-ambiental para el Programa de Caminos Vecinales - Anexos (Spanish)

The Rural Roads Project will improve access, and connectivity to the main economic centers for the agriculture dependent, and other populations of the mainly, rural provinces within the project area, improving road maintenance, and rehabilitation of selected rural, and feeder roads in Ecuador. It is foreseen however, that construction works will potentially have adverse environmental impacts, in addition to resettlement of populations. This environmental assessment identifies environmental issues, and proposes mitigation measures, based on the country's environmental legislation, the Bank's operational directive on the environment, and public consultations. Strict regulations to avoid deforestation will be in place, and, ecologically protected areas will be established. To minimize soil erosion, land stabilization practices shall include re-vegetative practices, avoiding fragile ecosystems. An adequate waste management program will be implemented for disposal of wastes in general, solid wastes, and hazardous waste materials. Drainage systems shall be evaluated, to ultimately control surface, and groundwater contamination. As well, air pollution control measures should include vegetation propagation (possibly forming protective barriers with native plants), all part of a landscaping plan. Traffic regulations, and signals would ensure safety, minimizing the economic activities related to agriculture, livestock, and tourism development.
