Tajikistan - Second Public Employment For Sustainable Agriculture and Water Resources Management Project (English)

The overall outcome of the Second Public Employment for Sustainable Agriculture and Water Resources Management Project for Tajikistan is satisfactory, with satisfactory Bank performance and modest monitoring and evaluation quality. An AF (Additional Financing) was approved on June 22, 2015, to scale up the project by the inclusion of six additional project districts. A second restructuring was approved on November 6, 2015, to finance additional flood emergency works. A third restructuring was approved on July 23, 2018, to adjust the project’s financing framework. The lessons and recommendations from the Project are: (a) The public works program proved successful in counteracting periods of high unemployment and negative effects of economic shocks; (b) Irrigation rehabilitation interventions should be clearly linked to agricultural on-farm support and improvement of the food value chain; (c) Due to other contributory factors, care needs to be taken with attribution of increases in crop yields to project interventions; (d) More flexible design and implementation approaches should be considered to enable better responsiveness in emergency situations and (e) The ownership and strong commitment of the client and a long-term cooperation between all project partners is paramount for the successful implementation of an ambitious water sector reform.
