Ukraine - Railway Modernization Project : resettlement policy framework (English)

The objective of the Railway Modernization Project for Ukraine will be to improve railway service in the North-South freight corridor between Russia and the black sea. Negative measures include: loss of assets, loss of income, loss of livelihood, loss of trees and crops, and loss of land acquisition. Mitigation measures include: a) all possible steps should be taken (throughout technical design of the project) to minimize acquisition of productive land and to avoid resettlement; b) if land is needed for temporary use, the owners shall be compensated at the full market rental price for the period during which the land is used; the land should be given back to owner in the same condition as before it was rented. In the case of agricultural land, the market price is the price which includes the value of crops lost or damaged during the lease term; and c) if the resettlement is unavoidable, in addition to the compensation of losses, the affected people will be provided with all reasonable assistance for relocating.
