Vietnam - Rural Distribution Project : environmental assessment (Vol. 44) : Ethnic minority development plan for Phu Yen province (Inglês)

The development objective of the Rural Distribution Project for Vietnam focuses on rehabilitating and increasing the capacity of existing distribution lines and substations and standardizing them to enable them to meet the growing demand more efficiently, provide better quality and quantity of electric power for productive uses, and reduce power system losses. This environmental assessment (EA) document evaluated impacts, as follows: noise; dust; solid waste disposal; contamination to surface water bodies; project location; maximum number of workers at every construction site; means of transportation of materials, equipment and machinery to the construction sites; temporary and permanent land acquisition; number of affected households; and Vietnamese laws and regulations. As a result of this assessment the EA suggests mitigation measures, including: avoid vegetation clearing as much as possible; forbid use of herbicides and defoliants; cover construction materials with canvas when transported on roads to avoid spillage; water spray at the construction site near residential areas to avoid dust propagation; to avoid noise and vibration utilize machinery at permitted noise level; hold public consultation to give notice of construction in the evening hours; compensate for losses to agricultural production, in accordance with policies of the Bank and Vietnamese laws; inform local authorities and local people of the date and time of electrical generation and danger when power lines are live to avoid unfortunate tragedies; and finally, comply with Vietnam's environmental policy, legislation, institutional, regulatory framework, international agreements relative to the protection of the environment of which Vietnam is a signatory, and compliance with the Bank's environmental, natural habitat areas, and cultural heritages operational safeguards directives.
