Shared control of education : theory practice and impressions from education projects assisted by the World Bank (Inglês)

The application of shared control in education administration is described. Shared control is a synthetic approach combining centralized and decentralized control, the major forms of education administration in developing countries. This paper attempts to clarify the historical and theoretical grounds for what already occurs in education administration in the developing world. It establishes the rationale, purposes and degree to which shared control should be attempted. It relates the features and educational functions of shared control in education projects assisted by the World Bank and gives impressions of salient characteristics, strengths, and weaknesses of the approach, gathered from experience. Emphasis throughout is on definition and process of this approach to education management with the intent of making it more explicit and therefore more usable.
