Asian Development Bank (ADB) has been involved in developing South Asia’s tourism enabling environment for more than a decade. From 2002-2004 the ADB provided the tourism working group (TWG) with technical assistance (TA) to prepare a framework for interventions, known as the tourism development plan (TDP), building on the existing tourism plans of the individual South Asia Subregional Economic Cooperation (SASEC) countries. The ADB is currently winding down its ten-year regional support program, including TA for regional integration and country-specific tourism infrastructure investment projects to be completed by end 2012 and 2013 respectively. ADB has established a permanent SASEC tourism coordinating office in Colombo, Sri Lanka in order to sustain regional cooperation in tourism. This allows for the opportunity of a transition for the World Bank to support and scale-up TWG efforts with an increased focus on inclusive growth and community empowerment. The World Bank would build upon and expand the existing institutional arrangements of the TWG and its reenergized commitment to strengthen its established planning, coordinative and implementation mechanisms in order to ensure higher impact on the poor.
