China - Zhejiang Power Development Project : environmental assessment report (Vol. 3) (Inglês)

This report is an environmental assessment of the Zhejiang Power Development Project. This is a general power improvement project involving the construction of a thermal power plant, the related lines, and substations. Different parts of the project are separately examined for possible environmental impacts. The major findings are as follows: (1) atmospheric quality - the drifting dust and smoke should remain within standards; (2) water quality - possible negligible effect from temperature rise and waste water disposal; (3) ash/slag - should be neutralized and possibly recycled (4) noise - should remain within the range of background intensity (5) possible electromagnetic and electric field pollution - within allowable boundaries; and (6) forest - acceptable impact. To limit negative impacts the project must specify proper location for project items and pay attention to waste and noise control measures including afforestation. The following preventative measures have been taken as of October 1994: using a taller, combined chimney; installation and use of water treatment equipment; implementation of an ash and cinder containment and removal system; and the proper use of noise barriers. The construction of this project has fully considered the environmental protection problems and possible impacts. Therefore, there will be no significant impact on the environment. The only foreseeable impacts are temporary, and can either be restored or are within acceptable limits, hence from the environmental protection point of view, the construction of this project is feasible.
