Ratings of Manaus Service Delivery and Fiscal Management Development Policy Loan Project for Brazil outcomes were satisfactory, risk to development outcome was low, Bank performance was satisfactory, and Borrower performance was satisfactory. Some of the lessons learned include: (i) Change management processes that are well thought-out in terms of design and implementation and have the buy-in from both leadership and the organization’s technical staff can be powerful drivers of change; (ii) Aware of the relevance of technology to improve public services, SEMEF requested to incorporate the department of information technologies of Manaus and thus changed its name from Secretary of Finance to Secretary of Finance and Information Technology; (iii) Senior government officials from the MM showed great leadership throughout the operation; (iv) It is important to acknowledge, during the design of any operation, that the results indicators are salient guiding frameworks for implementation and are, therefore, critical policy tools; (v) The operation showed that policies to increase formalization of the economy are possible, as it happened with street vendors and motorbikes; and (vi) The operations showed that incorporating Management for Results methods in schools can contribute toward improving student’s performance.
