Mauritania - Second Additional Financing for the Second Mining Sector Capacity Building Project : environmental assessment (Vol. 4) : Evaluation environnementale du futur campus de Nouakchott (Francês)

The objective of the Second Additional Financing for Second Mining Sector Capacity Building Project of Mauritania is to strengthen the Borrower’s capacity to manage national mineral sector activities in an environmentally, socially and economically sustainable manner. Moreover, the project will: Identify the social and environmental impacts that may be generated or induced by sectoral activities under the objectives of the second additional financing, and to assess the magnitude and probability; propose realistic measures, targeting clear institutional responsibilities, to manage or mitigate these potential impacts; and incorporate these measures in the environmental component of the second phase of the project. As the actions envisaged by the additional funding of institutional strengthening the project is classified as category B projects by the World Bank, and it has no direct environmental impacts with regard to mineral development. Minor impacts may also arise from execution of community-based micro projects in areas around mine sites. The Environmental Management Framework will be used to assess impacts of the micro projects. The project will not create any environmental or social impacts through mine development. Impacts to biodiversity and the physical surroundings from project construction and operation of the university campus include: Additional vehicular traffic from the construction site and operation of machinery increasing air pollution; hydrocarbons and other by-products of construction; the lowering of the water table caused by increased water consumption, wastewater and runoff, chemical (solvents, acids, bases) and biological waste (infectious, pathogenic, etc.) from the laboratories posing the risk of water pollution, with some of these factors also threatening to pollute the soil as well; sand from dunes and the offshore bar removed to prepare the site leading to erosion; destruction of vegetation (shrubs and bushes); interference with animal habitats or elimination of pasturage areas; noise from construction and from increased traffic; and land acquisition for the campus site. The environmental plan should include the following aspects: use a drainage system to collect, transport, and store wastewater off-site; recycle wastewater to use in irrigation; institute a management plan for solid waste disposal that makes it a priority to recycle papers principally composed from this waste; train students and staff to sort waste (color-coded receptacles for paper, plastic, glass, etc.); employ a private company specializing in waste transport; incorporate other wastes (paper, plastic, etc) in university research or sell it to nongovernmental organizations for recycling; and devise a plan specifically for laboratory waste.
