Crowding-in Commercial Finance in World Bank Water and Sanitation Operations : A How-to Guide for World Bank Task Teams (Inglês)

For several decades, the World Bank, along with its government clients and international development partners have been seeking mechanisms and approaches to identify and implement concrete solutions for expanding the pool of total funding to the water supply and sanitation (WSS) sector. This guide is specifically designed for task teams in the World Bank Water Global Practice and lays out a simple and practical manner the required steps needed for accessing domestic commercial loans when considering a Bank lending operation in the WSS sector. This is consistent with the Bank's overall goal for leveraging additional commercial finance in the water sector and, more recently, operationalizing the Cascade Approach. The focus of the guide is primarily oriented to access local currency loans from commercial banks. However, the full spectrum of commercial finance should be examined—including microfinance, vendor or supplier finance, and institutional lenders who tend to look for larger and longer-term investments through instruments like bonds.
