The development objective of the Global Environment Facility (GEF) Large City Congestion and Carbon Reduction Project is to alleviate traffic congestion and to achieve Green-house Gases (GHG) emission reduction in selected large cities in China, through demonstration of options for public transport improvement and travel demand management. Negative measures include: dust, noise pollution, water quality, impacts on ecology, and social disturbance. Mitigation measures include: a) noise control should be well managed by construction supervisor. Noise detecting devices should be in place to ensure noise emission is within acceptable range; b) construction work should be done step-by-step. The use of earth ground should be balanced. Vegetation should not be destroyed whenever is possible; c) construction operators should choose equipments and transportation vehicles in accordance with national health protection standards to ensure that emissions meet relevant standards. Transportation should avoid peak hours; d) heavy loaded or assault transportation should take place during night time and minimize pollution; e) wastewater generated from construction work and sewage should not be discharged into farmland, arable land, irrigation canals and rivers; and f) the construction work should be carried out within red lines. Soil and construction materials should not be stored near the site.
