Zaire - Transport and trade facilitation : Rapport de synthese (Francês)

This report is a summary of a much broader study that is available in French only and which deals with the facilitation of transport logistics in Zaire. This is understood to mean the upgrading of all administrative and commercial procedures entailed by freight shipments from the standpoint of the regulatory, fiscal and commercial framework within which the transport industry operates. The main report examines the activities of the transport agents and the principal private operators involved in transport logistics, followed by bank, insurance company, and customs transactions. It then addresses the role of the organizations that regulate maritime traffic, and those responsible for controlling the volume and quality of the goods transported. This summary focuses on six topics: the inadequacy of the logistics system, and the costs entailed thereby; the shortcomings of applicable law and the areas not covered by law; and the distortions in public logistic services and the private sector's failure to assume responsibility.
