The Cultural Heritage and Tourism Development Project for Lebanon aims to preserve the cultural heritage of the country, through the conservation and management of archaeological sites, with a view towards promoting tourism. While by and large, the project components will not induce population disturbances, the rehabilitation of the Khan El Askar, in the medina of Tripoli, will require the resettlement of its current residents, as well as some of the commercial activities on adjacent municipal land. This resettlement action plan (RAP) aims at providing current residents who will be moved, with substantially improved living conditions, allowing the municipality to recuperate its property, to be transformed into an economically, viable enterprise on a citywide scale. The RAP examines the physical, and social characteristics of the project site, within the institutional, and legal framework, and reviews the nature of benefits, and eligibility criteria, in consultation with the communities. Included, is the resettlement policy framework, which details the expropriation procedures, and compensation, including for involuntary resettlement. Compensation will be provided for property losses, including resettlement transition costs; and, while there are no legal rights under national law for squatters, compensation will be reached under project-specific amicable arrangements, with appropriate assistance provided through the Displaced People's Fund. Business losses will be likewise compensated, for property, assets, and income losses.
