The Municipal Scorecard (MSC) is a study that surveyed employers and municipal officials by the World Bank Group. It collects the perception of respondents on variables that compare efficiency, from the point of view of businesses, the regulatory processes at the municipal level, since the employer seeks information to complete a procedure to completion. Comparative measurements of administrative processes at the national and international level of the Municipal report Scorecard from 2008 promote among the municipalities the identification of best practices and work in areas of improvement. Despite the challenges of developing an opinion survey and the construction of rankings that do not necessarily reflect all terms of business environment, the study is a sign that governments do take actions to foster a more favorable regulatory environment for enterprise development.Chapters 1, 2 and 3 respectively cover analysis of the specific procedures that were the subject of this study: business registration, construction permit and property tax. Finally, Chapter 4, called Learning Experiences and Best Practices is dedicated to reflect on the conclusions derived from this research about the good practices that municipalities can implement to improve the processes.
