Vietnam - Third Rural Transport Project : environmental assessment (Vol. 2) : Environmental framework for model 3 (full SWAP approach) (Inglês)

The Third Rural Transport Project in Vietnam will focus on the rehabilitation of rural roads in the northern and central areas of the country. To this end, this environmental assessment (EA) reviews the country's legislation on the environment, which will be re-issued to strengthen and clarify environmental procedures, and the institutional framework. There are three main areas where the Government and the Bank procedures do not agree: these include the need for public consultation, public disclosure, and the development of an environmental management plan. Therefore, the Bank's safeguards on the environment will prevail. Training will be provided to Government officials responsible for the environment, who will as well monitor environmental procedures. The EA assesses the likely negative environmental impacts and proposes measures to mitigate them, as follows. Tree cutting on public lands and natural reserves should be avoided as possible, or, approval should be obtained prior to working activities begin. Similarly, Cultural heritage sites shall be avoided, and if new finds occur, the relevant authorities should be notified. During construction, excavation materials, and solid wastes should be disposed of at selected sites, transported on covered trucks. Construction, particularly excavations, should be conducted during the dry season to avoid soil erosion or landslides. It is highlighted that no asbestos materials, nor PCBs (polychlorinated biphenyls) will be allowed in construction works. Construction areas shall be sprayed regularly to minimize dust and air pollution, while working schedules shall be conducted during daylight hours to mitigate noise disturbances. Re-vegetation practices will be ensured following construction, specifically selecting native species. Hazardous materials and chemicals will be disposed of and stored in accordance with international standards.
