Morocco - Highway Sector Project (Inglês)

This is the Implementation Completion Report (ICR) for the Highway Sector Project in the Kingdom of Morocco. The main objective of the project were as follows: (i) concentrating resources on the preservation of existing roads; (ii) strengthening the overall institutional framework by optimizing the use of funds for road resurfacing and maintenance within a comprehensive PMP; (iii) pursuing efficiency improvements in the road transport market through gradual deregulation of the trucking industry and related adjustments in road user taxation; and (iv) pursuing efficiency improvements in the construction industry, in line with the Bank's efforts in the Maghreb region. Bank's performance was satisfactory. Borrower's performance was satisfactory. The key lessons learned were as follows: (i) seek Borrower ownership at the appraisal stage and throughout the project; (ii) maintain dialogue with the Borrower; (iii) establish rational basis for project evaluation; (iv) assess Borrower capability to implement the project; (v) prepare comprehensive work packages; (vi) delineate responsibilities between various agencies; (vii) streamline control procedures; and (viii) establish two-way dialogue between central and provincial agencies.
