This study addresses a series of management development issues in Indonesia. The management problem as perceived domestically by key groups in both public and private sectors and by foreign aid agencies is described and key factors and common practices that contribute to the problem are identified. Needs and supply-and-demand constraints to management training and development in the government and enterprise sectors are defined, and factors in the education system which hamper the quality and relevance of management and public administration education are analyzed. The broad elements of sectoral strategies are integrated into a long-term strategy, priorities for immediate attention and processes for planning and implementation are recommended, and the proposed strategy is linked to technical assistance for institutional and management development.
