China - Huai River Water Pollution Control Project : environmental assessment (Vol. 3) : Summary report (Inglês)

This is the environmental assessment (EA) which identifies potential negative impacts resulting from the implementation of the Huai River Water Pollution Control Project, reviews the project area to examine the physical, and biological environmental aspects, and proposes mitigating measures on specifically, the Anhui and Shandong Province components. Socio-cultural aspects are covered separately in the Resettlement Action Plan. Potential construction, and operational impacts are relatively minor, and have been sorted according to their geographic location, addressed in the design of wastewater collection, and treatment facilities, to control effluent discharge and sludge disposal. Mitigating measures include budget allowances for laboratory construction and equipment, to perform the required testing by each utility. Detailed technical assistance, and training programs will be developed to address environmental institutional strengthening, and monitoring. Mitigation include: 1) contract provisions, through precautionary clauses to minimize dust, and air quality, and ensure safety; 2) limited operating schedules, and adequate equipment to abate noise disturbances; 3) ordinance enforcement to improve treatment systems, and solid waste collection on waterways; and, 4) monitor wastewater discharges through sewerage inspections, and testing.
