Effective protection : a summary appraisal (Inglês)

The effective protection concept has several advantages over the nominal protection concept. In addition to addressing nominal rates on the product, the concept addresses nominal rates on the inputs of the processing activity and the share of the processing margin (value added) in the product price. Effective rates of protection should be established in a general equilibrium framework so as to account for changes in factor prices due to protective measures. In a partial equilibrium context, input substitution is not likely to modify the results to any considerable degree. Alternative concepts of effective rates can be used to determine cost of protection, incentive effects of protection, net effective rates and the cost of protection, and effective protection guidelines. Future research should concentrate on the limitations of partial equilibrium analysis, estimation in a general equilibrium framework, averaging procedures, treatment of nontraded inputs, effects of protection on exhange rates, sensitivity analysis, relationships between protection and resource flows, and reformulation of effective protection in terms of net incentives provided by governmental measures.
