Cadre de Politique de Réinstallation - PNDSE II : Programme de développement du secteur de l'éducation (Francês)

The aim of the PNDSE II is to accelerate the achievement of quality universal primary education and improve the quality and relevance of the education system. The objective of the RPF is to establish a reference framework for principles and procedures to be complied with in case of involuntary resettlement of populations who will be affected by potential impacts that could result in the implementation of various components of the PNDSE II. However, the PNDSE II strives to inform, consult, maintain constant communication with concerned individuals, communities and authorities and give opportunity to people affected by one of the components, and are subject to relocation to participate in all stages of the process. The PNDSE II will ensure a fair and equitable compensation for losses incurred (at full replacement cost) and will take all necessary assistance for resettlement. The RPF and each of its resettlement plans should highlight all direct and indirect economic impacts of an operation of displacement and involuntary resettlement. If an affected person is, for one reason or another, more vulnerable than most others, he or she must necessarily be assisted to resettle and during the whole transition period in the resettlement site. Proposed measures of compensation and assistance must reflect the nature and severity of impacts caused to the displaced people. Finally, it is suggested that each measure of involuntary resettlement and compensation should be designed and implemented as a sustainable development program to assist displaced persons in their efforts to restore or improve their former living standards. Since the vast majority of the PNDSE II activities will consist primarily of rehabilitating school infrastructure, the program would have only limited negative impact on populations and property. The impacts will be mainly positive, and will broadly result, in the long term, in reducing poverty because of increased enrollment and the fight against illiteracy.
