Romania - Improving Resilience and Emergency Response Project : Environmental Assessment : Environmental and Social Management Framework (Inglês)

The development objective of Improving Resilience and Emergency Response Project of Romania is to enhance the resilience of critical response facilities and to strengthen the institutional capacities for emergency preparedness and response. Some of the negative impacts include: (i) increased pollution due to construction waste; (ii) possible asbestos waste materials; (iii) increase in traffic during construction; (iv) impact on workers and community health and safety; (v) improper reinstatement of construction sites after works completion; (vi) possible negative impacts on buildings with cultural importance; and (vii) possible impact on trees vegetation or hedgerows. Some of the mitigation measures include: (i) mineral waste from construction and dismantling works should be separated from common waste and organic, liquid and chemical waste through sorting and keeping in special containers; (ii) dispose of asbestos waste at a landfill site licensed to receive such waste; (iii) maintain foot and vehicular traffic flows and public access to neighboring sites and facilities; (iv) sites will be provided with proper information boards and signs informing the workers about the rules and norms of works to be followed; (v) avoid, reduce, and where possible remedy or offset any adverse effects on the environment arising from the works; (vi) works will be arranged to ensure that all artifacts or other incidental findings detected in excavation and construction works are registered and documented properly; and (vii) special protection measures about the proper conservation during the construction works.
