China's downstream gas sector regulatory framework - Summary report (Inglês)

This report is a summary of themes discussed during the workshop, and the high level meetings on "China's Downstream Gas Sector Regulatory Framework" held in April 2002 in Beijing. The purpose was to present the results of the joint study concerning the establishment of a downstream gas regulatory framework in China, which was implemented during the past year by the Institute of Economic System and Management (China) and the Bank. The conference provided a forum for discussions on deepening reforms within the oil, and gas sector to promote competition, and foreign investment, and, on modernizing the regulatory system. Recommendations convey that market reform, and restructuring is necessary; modern regulatory system, based on international experience, is key; regulatory agencies must be independent; and, gas regulation should be entrusted too. Further discussions included the creation of a downstream regulatory framework, as well as the structure, and scope of regulation, and, the need for, and content of a gas law for downstream gas regulation. To this end, recommendations suggest passing a primary law, to include transitional regulation during the time required for the preparation, and approval of the law, and, a license-based approach for regulation.
