Morocco - Secondary, Tertiary and Rural Roads Project (Inglês)

Project outcome indicators were satisfactory and better than expected. Sustainability is rated likely. World Bank performance was rated satisfactory and Borrower performance is rated satisfactory, although marginally. Some of the lessons learned were the following: The decision to carry out implementation through the line agencies, instead of a project implementation unit proved to be correct. There is a need to centralize the monitoring function. Objectives should not be overly ambitious; much discussion is needed with new authorities to gain ownership or modify the project if necessary. A key question road agencies have to respond to is: what responsibilities and at what pace should the center delegate, for the process to be useful and effective? Morocco's approach aiming for gradual deconstruction appears to be right: the Directorate of Road and Road Traffic (DRCR) approach to gradually develop Regional Directorates after a pilot trial, prudently expanding their advice, planning, and review functions, and supported by training, appears as an appropriate way to delegate central functions while avoiding atomization of resources. Other lessons were related to the role of competition and stable funding of road works; road maintenance budgets, accounting, and targets; local community participation; defining accessibility objectives; policy reforms, adapting institutions, and the Bank's role; and the political economy of policy reforms and government organization.
