Burkina Faso - Bagre Growth Pole Project : environmental assessment (Vol. 2) : Plan de lutte anti parasitaire et de gestion des pesticides (Francês)

The objective of Bagre Growth Pole project is to support Burkina Faso Government by developing Bagre as a functional growth point under agro-business impulse. Bagre Growth Pole is a project which targets agricultural and pasture productivity increase, but there are environmental and social risks related to agricultural activities intensification, irrigation and lowlands exploitation, pasture activities, fishing, along with post-production operations (storage, conservation, products transformation / promotion. The Environmental and social Management Framework Plan will help identify these risks linked with project varied interventions in target production systems, but also allow a definition of mitigation measures to be implemented during project execution. Bagre major environmental and social risks factors are : ( i ) influence of lake waters quality on fishing development; (ii ) demographical pressure in the area can cause: risks of wet areas deterioration, along with lake banks and fauna sanctuaries; a strong woody products demand ; progressive environment degradation due to a lack of conservation program conception; a pollution of the milieu by wastes disposal (iii ) anarchic occupation of native populations’ lands. Negative social effects on human milieu are: losses of land, habitat and socio-economic activities, along with resources access restrictions, caused by infrastructures and exploitation ; health wrecking risks linked with pesticides used by farmers themselves; conflicts related to law and land use ( cohabitation of different laws; claims specific to each village); potential conflicts between agriculture and livestock breeding, and between agriculture and fishing ;hydro diseases development ; risks of project misappropriation; water sources degradation ; conflicts about land or water use and possible distribution of cumulative effects. In biophysical milieu, major potential negative impacts are the following: vegetation loss and biodiversity reduction, caused by deforestation , clearing of exploitation zones, and infrastructures building, soil degradation due to salinity, soil acidification; fertility decline, related to farming practices; soil erosion; pasture land losses or reduction; degradation of water quality, mainly Bagre lake (water streams and manmade lake pollution) ;destruction of wet zones, fauna sanctuaries; lake banks degradation. ESMFP has also taken into account during the analysis, cumulative negative impacts of project activities and those linked with climate change on agriculture. The analysis of environmental baseline shows that current conditions of project implementation presents a high risk for surface water contamination by pesticides, as a result of river bank degradation due to the lack of agricultural buffer zones. This PPMP is designed to, not only prevent, minimize or mitigate potential negative pest and pesticide impacts on the natural and human environments, but also to be sustainable in the long run.
