The Arid Rangeland Biodiversity Conservation Project, aims at improving living conditions of the local communities, at strengthening capacities, and at improving natural resources management in selected areas of Mali. This environmental assessment (EA) particularly focuses on the Gourma area, where agro-pastoral communities live, yet, and in addition, accounts for a unique wildlife habitat. Based on the country's environmental and social legal framework, and on public consultations, the EA identifies potential environmental adversity (though expected to be limited due to the nature of the project), and recommends mitigation measures as follows. The Pastoral Chart favours the creation of agro-pastoral groups, and recognizes the right of people to conflict resolution, and grievance mechanisms, whereas the law concerning the Code of Water Utilization, does not entail users' participation in the choice for water uses, being the State the controller, to authorize or grant concession of all water resources. However, hydrological improvement has progressively benefited pastoral exploitation, favoring sedentary groups around water resource areas. Nevertheless, the project does not envisage conflict with water utilization, except in the improbable need to divert water resources, in which case a specific EA will be conducted. Regarding the use of forestry resources, regulations allow local communities their use, under a rational, adequate management. Concerning agriculture and livestock practices, the project will contribute to improve crop productivity, through agricultural extension, and training provision, and through the rationalization of livestock areas, currently inappropriate, and mostly among wildlife areas, particularly within the elephants' route. Hunting and fishing will be regulated, supported by community participation, through surveillance committees, and, through the project's biodiversity conservation component. An integrated approach will delimit biodiversity conservation areas, based on a management plan, after consultation with local communities, and supported by technical advisory services.
