India - Madhya Pradesh Water Sector Restructuring Project : environmental assessment executive summary (Inglês)

The Madhya Pradesh Water Sector Restructuring Project plans a holistic development, with an integrated vision for water sector development and management, and user participation in planning, and management to achieve a demand driven process. The strategy emphasis is on an environmentally, and socially sustainable basin approach for water resources planning, and management, including conjunctive use of water. The primary objective of this environmental impact assessment is to identify key environmental, and social issues related to the project, for the compilation of the base line data, based on household and village surveys, and consultations with stakeholders. Thus, identified key issues include a mismatch between water availability & demand; uneven and unplanned water demand; improper exploitation of ground water; poor quality of water; lack of accurate and consistent hydrologic data & analysis; and, weak Institutional framework, as well as weak irrigated agriculture. Upon a screening and selection criteria, interventions and detailed design for implementation would be strengthened by a periodic performance evaluation. Training and capacity building should ensure environmental and social issues are appropriately addressed. Among the mitigation measures, a general condition of dams and appurtenant works should be established, based on available data and identified distress situation. On the basis of this comprehensive assessment, and identification of potential distress problems, periodic visits, and field inspections should be conducted. A hydrological review should include flood routing studies, seasonal gate operation procedures, and examining the existing surplus arrangements. Furthermore, a structural review should consider the instruments and devices, critical structural elements of the dam, conducting stability analysis, etc. Regarding investigations and designs, necessary surveys, should be conducted, to plan remedial measures, and propose structural/non-structural operational procedures for safety of the dam. In addition, technical training should be provided, addressing pest management issues, ensured by adequate monitoring. Securing fisheries development should include ways to increase seed production in the state, management of various water bodies, safeguards for the fishermen and community, and monitoring of the interventions, and associated impacts. The report also addresses social, tribal, and resettlement issues.
