The development objective of the Second Port Cities Development Project (PCDPII) for Yemen is to improve access to and the efficiency of, select public infrastructure in the three port cities of Aden, Hodeidah, and Mukallah. Negative impacts include: risk of asbestos waste; risk of contaminated soil; impacts of offshore/onshore dumping of dredging waste; impacts of construction waste and materials; inconvenience and delays to fishermen; impacts or air quality; and noise impacts. Mitigation measures include: 1) contracting international asbestos management firm for supervising demolition of asbestos hangers; 2) preparing detailed plan for demolition, containment, shipment, abatement, and disposal; 3) preparing detailed methodology report for clean-up and handling of contaminated soil; 4) implementing proposed methodology for soil disposal probably through controlled land disposal; 5) follow a prepared plan to distribute dumping points evenly over a grid with 600 meters spacing between dumping points and prepare suitable area for temporary storage of soil and transfer all waste from previous day before start of next business day; 6) provide water-tight tank for sewage collection in temporary offices and evacuate it frequently at the sewage plant; 7) provide adequate containers to collect solid waste from temporary offices and empty it frequently at the approved disposal site; 8) develop and implement consultation mechanism (workshops, regular meetings, etc.) and train concerned stakeholders; 9) stopping land-based works and dust generating activities during sand storms, and use vehicles with efficient fuel combustion; and 10) providing construction workers with earmuffs to be used in noisy zones and arranging noisy works during noon and early afternoon.
