The Togo National Agriculture Investment and Food Security Program (PNIASA) is part of a priority action plan (PAP) for agriculture; it aims at the consolidation of a strong and durable growth basis and at the creation of new basis for a gradually strong, durable and constant sector growth over the next five years. It focuses on nine (09) priority fields, such as: (i) strengthening structural reforms; (ii) improvement of the businesses climate; (iii) promotion of growth sources; (iv) the development of growth support infrastructures; (v) strengthening regional integration; (vi) the efficient management of natural resources and the environment; (vii) the redistribution of growth dividends; (viii) job creation; and (ix) research promotion. The objective of the ESMF is to establish a process of environmental and social selection which will enable structures in charge of PNIASA implementation to identify, evaluate and mitigate potential environmental and social impacts of PNIASA activities at the stages of planning, implementation and follow-up. The negative environmental impacts of the project will mainly result from the construction and rehabilitation of infrastructures (rural roads, storage/processing facilities, water development, markets, etc.), but also from income-generating activities (farming) which could result in disturbances of life surroundings, solid and liquid wastes production, insecurity related to works, private land occupation, pesticides use, etc. Furthermore, potential use of extracting sites for construction materials could also constitute sources of negative impacts for natural environment and would certainly require restoration actions after use. During PNIASA implementation, the forecasted negative impacts are inherent to deforestation to clear new construction sites and waste generation on building sites. In total, direct and indirect effects are: various pollution (anarchistic rejections of solid and liquid waste resulting from building sites); circulation obstruction, noise, dust, risks of accident); probable reduction of vegetal cover to clear construction areas or due to the opening and exploitation of building material extraction sites; harmful effects due to pesticides use in agricultural activities, etc. To bring an answer to these negative impacts, the selection process suggested in the ESMF will be implemented so that biophysical characteristics of areas where project activities are to be executed are taken into account, and subsequent mitigation measures implemented.
