The development objectives of the Lom Pangar Hydropower Project (LPHP) are to (i) improve the availability, reliability and affordability of electricity supply to increase access for households and businesses, and (ii) address effectively the environmental, social and distributional risks of the project. Higher level objectives to which the project contributes include the increase in economic growth and poverty reduction opportunities by unlocking Cameroons significant hydropower potential on the Sanaga River. In the short term, the LPHP will increase the guaranteed production capacity of the two existing hydropower plants on the Sanaga River by at least 120 MW and create an additional 30 MW capacity for rural electrification of the Eastern Region. In the medium term, the LPHP provides access to up to 6,000 MW of hydraulic potential of the Sanaga River by creating the basis for future investments in a cascade of downstream hydropower projects with significant benefits for productivity and growth. The project will have significant and irreversible environmental impacts. The main impacts on the biodiversity are: The natural surfaces that will be destroyed or disrupted by the project and the reservoir are estimated at about 60,000 ha; The certain increase in hunting pressure because of the influx of population and the increasing demand for animal protein; The disappearance of millions of specimens of animal species following the disappearance of their flooded habitat; The release of greenhouse gas emissions. Impacts on surface water and ground water owing to the change of the course of the Sanaga accompanied by a decrease in the fluctuation of groundwater levels, a sedimentation and siltation of a limited, localized in the upper and middle of the reservoir, and a potential increase in sediment transport immediately downstream of the dam. Given the significant dilution that will occur at the confluence of the Lom and Djérem, these impacts should be strongly attenuated beyond the confluence. The Project will generate a deep and lasting change in the composition of the fauna. On the human environment the main impacts are: The influx of people, which generates: increase in insecurity, prostitution and social conflict; increased pressure on food resources increased pressure on basic services to the population; an increase in poaching and impact on wildlife; increase in clearings at the expense of forests; increase in waste generation; and an increase in sexually transmitted infections and health consequences.
