Russian Federation - Country Assistance Strategy Progress Report (Russo)

This CAS Progress Report for the Russian Federation provides the foundation for a transition to a Country Partnership Strategy. The Progress Report extends the CAS timeframe by one fiscal year to allow completion of the activities initiated under the current CAS and the piloting of new partnership relations. However, the full implementation of the Bank's strategy rests on the assumption that recent indications of a more interventionist policy stance will not escalate to reversals in market-oriented economic and social reforms. Maintaining the same strategic pillars, the Bank will place much greater emphasis on development issues at the sub-national level for the remainder of the CAS period. It will develop flexible operational modalities that make use of Russia's own ample financial resources and Bank skills in analysis, conceptualization, design and evaluation, and project management. A new Country Partnership Strategy will be prepared in the spring of 2006.
