Pakistan - Country Assistance Strategy Progress Report (Urdu)

A CAS Progress Report has been prepared following the transition to elected government and completion of a full Poverty Reduction Strategy Paper (PRSP) in order to determine whether the main objectives of the CAS remain valid. As discussed in the Joint Staff Assessment, the PRSP provides a good policy framework to accelerate growth and development in Pakistan. The PRSP builds on and further elaborates the medium-term reform program set forth in the I-PRSP and consequently the CAS remains fully aligned with the government's poverty reduction strategy and this progress report confirms that the strategy set out in the full CAS remains appropriate. With support from the Bank, IMF and other donors, Pakistan has been successfully implementing its poverty reduction strategy and has remained on the ambitious path for fiscal consolidation envisioned in the I-PRSP. Progress in implementing the CAS has been satisfactory and portfolio performance has been good. Pakistan has performed well, fulfilling most high case triggers. While reforms slowed somewhat during the post-election period, the reform program stayed on track and the newly elected governments stressed the continuity of policies with the immediate past. As a result of the slower pace of reform in a few key areas and the consequent delay in presentation of a national level adjustment operation, FY03 lending was below the high case level of US$600 million.
