This paper is the product of the Second Cotonou Roundtable on Trade and Transport in West and Central African states, held in Benin in June 1997 and jointly organized by the Ministerial Conference of West and Central African States on Maritime Transport (MINCONMAR) and the Trade and Transport component of the Sub-Saharan Africa Transport Policy Program (SSATP). More than 300 African trade and transport representatives from the public and private sectors participated. By conference's end, participants had concluded that regional policies and practices needed to reflect commercial realities and the increasingly competitive international environment. In the five years since the first Roundtable in 1992, priorities have shifted. The Second Roundtable calls for action on several fronts. First, participants identified transport as a major impediment to economic development in the region. Second, liberalizing market access is essential in the region's maritime policy-although the process should be progressive and weigh each country's circumstances. Next, shippers councils must be redefined, and government representation in their decision making should be held to a minority. Finally, the Roundtable invited the states of the sub-region to eliminate excessive controls. The conclusion reached was that the real challenge is to outperform other developing countries in economic growth. This requires placing more importance on international trade, which only will be possible with a highly competitive transport sector.
