Guinea - Pooled-Fund for Basic Education Project : environmental assessment : Plan cadre de gestion environnementale et sociale (Francês)

The Pooled-Fund for Basic Education Project of Guinea will establish a social and environmental selection process that will allow the structures responsible for the implementation of the project to identify, assess and mitigate the potential environmental and social impacts of the Common Fund for Basic Education (FoCEB) activities at the planning stage. The negative environmental impacts of the project will come mostly from the construction and rehabilitation of infrastructure (schools, latrines, water points) and will relate to disturbance of the living environment, production solid and liquid wastes; uncertainty related to the civil work (occupations of private lands, etc.). In addition, the potential use of quarries for building materials could be a source of negative impacts to the natural environment, which will require restoration actions afterwards. Environmental impacts such as erosion of the soil, pollution of the soil and water, loss of vegetation, and the impacts related to the increase in solid and liquid waste can results from construction and rehabilitation activities, subsequent usage of the new infrastructures and the use of the quarries for the extraction of construction materials. Overall, direct and indirect effects are: (i) various pollution (lawless release of solid and liquid waste from construction sites (including potential asbestos waste from roofs); inconvenient related to traffic, noise, dust, and accidents risks on the human environment; and (iii) likely reduction of vegetation cover to release the right-of-way or to open areas for quarrying materials. To provide a response to these negative impacts, the selection proposed in the ESMF process will be carried out in such a way that the biophysical characteristics of the areas where the project activities will be implemented are taken into account and that, consequently, mitigation measures are implemented.
