A guide to the identification of manpower and training issues in non education sector work (Inglês)

The importance of human resources development ( HRD ) aspects of sector work will grow as the Bank proceeds to orient itself to better assist its member countries in this respect. The purpose of this paper, is to provide guidance to non HRD sector operations staff on the range of manpower and training issues that typically should be addressed in the course of sector work. It is not intended to be exhaustive and the extent of its use is discretionary. Above all, it is not implied that in presenting a broad range of sector manpower and training issues, that all must be addressed at once. Whether used in planning a general survey or a special study the manpower component of sector work should follow a step by step approach. The steps are as follows : 1) assessment of manpower supply, demand, and the labor market ( sectoral context ); 2) examination of policy framework, training priorities and responsibilities; 3) evaluation of training resources ( e.g. finance ); and 4) formulation of a training plan or strategy. By using the above approach the quality of Bank assistance, in identifying and redressing known imbalances between the supply and demand for trained manpower, will be improved.
