Lao PDR - Additional Financing for the Road Sector Project : environment assessment (Vol. 2) : Resettlement policy framework (Inglês)

The development objective of the Additional Financing for the Road Sector Project for Lao PDR is to develop a set of Ministry of Public Works and Transport (MPWT) owned environmental and social safeguards acceptable to Government and donors. Negative impacts include: loss of vegetation; accident; spread of Sexually Transmitted Infections (STIs) and HIV/AIDS; emission; dust; noise and impacts on construction workers; traffic; waste water; and pollution. Mitigation measures: 1) minimize vegetation removal to immediate corridor of works; 2) implementation of awareness and prevention program contractor, implementation of HIV/AIDS awareness and prevention program community (villages); 3) maintain construction equipment, polluting machinery prohibited (e.g. generates visible smoke, vehicles transporting dust-producing material not overloaded, provided with tail-boards and side-boards, and adequately covered, material stockpiles located in sheltered areas and covered, and damping down of the road during the dry season ; 3) construction vehicle exhaust systems and noisy equipment will be maintained to minimize noise, contractor will develop a schedule of operations with village chiefs and PMCBU to identify days of no work and hours for certain activities, and provide workers with noise abatement equipment (ear-muffs etc); 4) good design to ensure flooding effects and erosion not locally increased; 5) traffic management plan prepared, consultations to minimize disruptions to access , and roads to be kept free of materials including rubbish ; 6) all solid wastes from work sites and camps to be disposed of in approved landfill/areas, and no wastes to be dumped in waterways or close to the coast; 6) proper maintenance of structures to ensure river debris does not collect and result in damage to banks and land; and good design to ensure normal flood behaviors maintained as closely as possible through use of transparent structures and relief culverts on bridge approaches; and 7) maintenance of erosion control structures, preventing debris build-up, and ensuring good vegetation cover.
