Ratings of Education Quality Improvement Project for El Salvador were as follows: outcome was moderately satisfactory, Bank performance was moderately satisfactory, and monitoring and evaluation quality was substantial. Some of the lessons learned include: (i) there is trade-off between speed of preparation and technical soundness of project design; (ii) When piloting a new education strategy, it is crucial to start small and have the flexibility to adapt the activities to respond to different implementation challenges; and (iii) project design should carefully take into account the environment in which its activities are going to be implemented.
